If you only want to look, the cheapest honest option is the public ferry to San Fruttuoso (~$17 one-way) plus a mask -- on a calm day you can see it from the surface for the price of a ferry ticket. Pay the dive operator only if you want to be guided down to it. Mainland item near Camogli/Santa Margherita: needs ~half a day plus train time, so use an operator that guarantees you back to the ship and confirm the morning slot.
