Best time is May through September when water is warmer and daylight lasts longer. June to early September is ideal if you want to avoid the rainy shoulder seasons. Expect to pay around $25-45 per hour for a single kayak or $40-70 for a double, with longer rentals or sunset times pushing toward the higher end. Add a few bucks for a dry bag or basic paddle jacket if you didn't bring your own gear.

Pick a morning slot if you want quieter water and fewer boats. Skip trying to paddle all the way to the locks on a basic rental; the currents and distance make it more hassle than it's worth. Stick close to shore, check the tide chart before you launch, and remember the rental shop will want you back on time regardless of how nice the sunset looks.
