Punta Cana offers decent Caribbean diving with warm water, decent visibility (usually 40-80 ft), and mostly gentle currents. You'll see colorful reefs, nurse sharks, rays, barracuda, and lots of tropical fish. The sites are relatively shallow (30-80 ft) and forgiving for beginners, but the reefs aren't as pristine as places like Bonaire or Cozumel. Most dives are boat dives 20-45 minutes from shore. It's a solid choice if you're already in Punta Cana and want to try scuba without traveling further.
Best time is April through August when seas are calmest and visibility is better. Avoid January-March if possible as the trade winds can make the water choppier and reduce viz. Expect to pay around $80-130 for a two-tank morning dive trip including gear and a guide. Intro discover dives for beginners run $100-160. Certification courses add more.
Pick a reputable operator that takes small groups (six or fewer) rather than the cattle-boat operations that pack 20+ people. Skip the pushy beach vendors and book ahead through your hotel or a well-reviewed company. If you're a serious diver, consider heading west to the Dominican Republic's south coast instead for better walls and wrecks.
