Best time is May through September when the ocean is calmer and visibility is typically better. Winter (Dec–Mar) brings bigger swells that can make the trip uncomfortable and reduce water clarity. Expect to pay around $90–$150 per person for a standard morning tour including gear and snacks; afternoon trips or smaller boats run higher. Add $20–40 if you want a wetsuit or underwater camera rental.
